Hong Kong has 1.1 million children under the age of 18 amongst our over 7 million population.
Children have different aspects of rights from birth to adulthood as stated in the Convention on the Rights of the Child (CRC). Children also have their role in the community.
However, children are literally invisible in the entire policy making process in Hong Kong, and their voice has been ignored in all public consultations even when the policies are closely related to them.
Children are non-voters, which makes their voice even weaker.
Facing this similar problem, more than 70 countries and 200 places in the world have established Children's Commission or Children's Ombudsman proactively using a focused body to ensure the children's voice and children's perspective is being considered by the community. The United Nations Committee on the Rights of the Child which governs the implementation of the CRC also advocates such establishment as a priority.
For more than two decades, WE have used various platforms to lobby the Government to establish a Children's Commission for the children population in Hong Kong. We have been using the most logical and sensible ways by generating studies, drawing overseas references and consolidating views from children and professionals of various sectors. We are the professionals who are working for and with children at the forefront. We witness that the existing policies and systems are inadequate to protect our children and to truly implement the CRC that has been ratified in Hong Kong since 1994.
In 2007 and 2013's Universal Children's Day, a motion was passed TWICE and unanimously across all political parties in the Legislative Council calling for such a commission for children. The call for a Children's Commission in Hong Kong is clear. We should not fail our children. Now is the right time to bring this issue forward and to act with determination.
